SAN FRANCISCO (AP) — A 7.0 magnitude earthquake shook a large area of Northern California on Thursday, knocking items of grocery store shelves, sending children scrambling under desks and prompting a brief tsunami warning for 5.3 million people along the U.S. West Coast. The quake struck at 10:44 a.m. west of Ferndale, a small city in coastal Humboldt County, about 130 miles (209 km) from the Oregon border, the U.S. Geological Survey said. It was felt as far south as San Francisco, some 270 miles (435 km) away, where residents felt a rolling motion for several seconds. It was followed by multiple smaller aftershocks. There were no immediate reports of major damage or injury. The tsunami warning was in effect for roughly an hour. It was issued shortly after the temblor struck and covered nearly 500 miles (805 km) of coastline, from the edge of California’s Monterey Bay north into Oregon. “It was a strong quake, our building shook, we’re fine but I have a mess to clean up right now,” said Julie Kreitzer, owner of Golden Gait Mercantile, a store packed with food, wares and souvenirs that is a main attraction in Ferndale. “We lost a lot of stuff. It’s probably worse than two years ago. I have to go, I have to try and salvage something for the holidays because it’s going to be a tough year,” Kreitzer said before hanging up. The region — known for its redwood forests, scenic mountains and the three-county Emerald Triangle’s legendary marijuana crop — was struck by a 6.4 magnitude quake in 2022 that left thousands of people without power and water. The northwest corner of California is the most seismically active part of the state since it’s where three tectonic plates meet, seismologist Lucy Jones said on the social media platform BlueSky. Shortly after the quake, phones in Northern California buzzed with the tsunami warning from the National Weather Service that said: “A series of powerful waves and strong currents may impact coasts near you. You are in danger. Get away from coastal waters. Move to high ground or inland now. Keep away from the coast until local officials say it is safe to return.” South of San Francisco in Santa Cruz, authorities cleared the main beach, taping off entrances with police tape. Numerous cities urged people to evacuate to higher ground as a precaution, including Eureka. “I thought my axles had fallen apart,” said Valerie Starkey, a Del Norte County supervisor representing Crescent City, a town of fewer than 6,000 about 66 miles (106 km) north of Eureka. “That’s what I was feeling ... ‘My axles are broken now.’ I did not realize it was an earthquake.” Gov. Gavin Newsom said he has signed off on a state of emergency declaration to quickly move state resources to impacted areas along the coast. State officials were concerned about damages in the northern part of the state, Newsom said. Crews in Eureka, the biggest city in the region, were assessing if there was any major damage from the quake, Eureka Mayor Kim Bergel said. Bergel, who works as a resource aid at a middle school, said lights were swaying and everyone got under desks. “The kids were so great and terrified. It seemed to go back and forth for quite a long time,” she said. Some children asked, “Can I call my mom?" The students were later sent home. In nearby Arcata, students and faculty were urged to shelter in place at California State Polytechnic University, Humboldt. The campus in was not in the tsunami hazard zone and after inspections, “all utilities and building systems are normal and operational,” the university said in a statement. Humboldt County Sheriff William Honsal said residents experienced some cracks in their homes’ foundations, as well as broken glass and windows, but nothing severe. There also have been no major infrastructure problems, building collapses or roadway issues, and no major injuries or deaths have been reported, he said. Honsal said he was in his office in the 75-year-old courthouse in downtown Eureka when he felt the quake. “We’re used to it. It is known as ‘earthquake country’ up here,” he said. “It wasn’t a sharp jolt. It was a slow roller, but significant.” Michael Luna, owner of a Grocery Outlet in Eureka, said that besides a few items falling off shelves, the store on Commercial Street was unscathed by the earthquake. “We didn’t have any issues but a couple of deodorants fall off.... I think the way the earthquake rumbled this time, it was a good thing for our store because the last earthquake was a huge mess," he said. They evacuated customers and closed their doors temporarily until officials lifted the tsunami warning, he said, rushing off the phone to attend to a growing line of customers at check-out. The San Francisco Bay Area Rapid Transit District, known as BART, stopped traffic in all directions through the underwater tunnel between San Francisco and Oakland, and the San Francisco Zoo’s visitors were evacuated. Dave Snider, tsunami warning coordinator for the Tsunami Warning Center in Alaska, said the computer models indicated that this was the type of earthquake that was unlikely to cause a tsunami and gauges that monitor waves then confirmed it, so forecasters canceled the warning. This quake was a strike-slip type of temblor that shifts more horizontally and is less prone to cause tsunamis, unlike the more vertical types, said National Weather Service tsunami program manager Corina Allen in Washington state. The California Geological Survey says the state’s shores have been struck by more than 150 tsunamis since 1800, and while most were minor, some have been destructive and deadly. On March 28, 1964, a tsunami triggered by a powerful earthquake in Alaska smashed into Crescent City hours later. Much of the business district was leveled and a dozen people were killed. Elected in November 2024 as the Texas State Representative for District 12, Wharton has been going to Austin a day or two about every other week for the past several months. “The reason for that is to meet with other officials, incumbent legislators, and incoming freshman in Austin,” Wharton said. “It will be very helpful to have relationships with several others already established when the 89th Session starts in January.” Wharton is a businessman, community leader, and a longtime trustee on the Huntsville ISD School Board. He is a graduate of Huntsville High School, and attended Texas Christian University where he earned a Bachelor of Business Administration-Finance degree. He has been married to his wife, JoLynne, for over 33 years and has two adult children. House District 12 includes all of Grimes, Madison, Robertson, Walker, and Washington County, and part of Brazos County. “Currently, I am in my actual work office about a day and half a week and then again on Saturdays to ‘catch-up’ on things that my team has been working on all week, while I have been either in Austin or traveling around the district,” Wharton said. “I would not be able to do this without their support and they have been doing a phenomenal job over the past 12 months, while I was out on the campaign trail.” While Wharton is out in the district, he usually has two to three scheduled meetings and an event to attend those same evenings. “It is rewarding to get to meet people and learn more about their community and what challenges they may be dealing with,” Wharton said. “There are many different issues across the district and state. I am spending a lot of my time educating myself and learning from others with their experience about those issues, so that I can be as effective as possible in this role.” The procedure of determining seniority for each incoming class is “probably the most interesting and funny method that I had no idea happens,” Wharton said. To determine where each representative’s office, house floor desks and parking spaces will be, is done by the least technological advanced manner. “We literally draw ping pong balls to determine the ranking,” Wharton said, laughing. The list of freshman legislators is broken down into several categories ranging from alphabetical last name, alphabetical first name, and district number. “Someone draws to determine the order the ping pong balls will be drawn and then each representative draws their own ping pong ball in that order,” Wharton said. His group drew the method of “last name alphabetically” and that meant he was going to be the last one out of 30 to draw. “I did prevail and got number 6 after everyone else had picked,” said Wharton, noting that the end of the line has its value. “You then spend half a day looking at all the available offices, parking spaces and desks on the house floor to determine what works best for you and what other legislators you will be neighboring with in the same hallway and on the floor,” Wharton said. “Fortunately, I have an experienced Chief of Staff who was able to guide me in picking the most advantageous office and desk on the Chamber Floor.” In the next issue of The Item, we will be discussing some of Wharton’s top goals while in office. (Bloomberg) — Germany is headed for months of political deadlock as voters return to the ballot box for another federal election in February and with coalition negotiations potentially lasting several months after that. Lawmakers in Germany’s lower house on Monday backed a confidence motion pushed by Chancellor Olaf Scholz that will trigger a new election on Feb. 23, seven months ahead of schedule. Scholz lost his majority in parliament after his ruling coalition fell apart in November amid infighting. The political uncertainty comes at a delicate time for Europe’s largest economy, which has stagnated for years. In addition to long-festering competitive issues, Donald Trump’s return to the White House threatens to intensify pressure on Germany by raising questions over US support for Ukraine and imposing new tariffs that could hit the country’s exporters. “We need more growth and that’s only possible with more investments into our infrastructure,” Scholz said in the Bundestag on Monday. “This is the task of our generation now — future generations will measure us by this challenge.” Scholz’s Social Democrats, along with his former coalition partners the liberal Free Democrats and the Greens, have suffered in the polls. The conservative CDU/CSU alliance under Friedrich Merz leads with support at around 31%, the far-right Alternative for Germany — or AfD — is second with 19.8% and the SPD third at 17%, according to the latest Bloomberg polling average. The Greens are fourth with 11.2% and the BSW — a new far-left party founded in January — fifth at 7.5%. Lindner’s FDP remains in danger of missing the 5% threshold for getting into parliament with 4.9%. After the election, it will take weeks, if not months until a new coalition government will be formed. Although the CDU/CSU is leading in the polls, it’s far from winning an absolute majority and would need at least one, and potentially more, coalition partners. And the more parties that qualify for seats in parliament the more difficult the arithmetic to build an alliance. The leading candidates have already started to position themselves as best placed to solve the many economic, social and security problems they say confront the country. Merz and the leader of the CDU’s Bavarian sister party CSU, Markus Soeder, will present their parties’ common campaign platform on Tuesday. It proposes an immediate halt on the admission of illegal migrants, income tax cuts, continued support for Ukraine, and a commitment to the constitutional debt brake. In many cases, though, the program doesn’t say how these proposals will be financed. Merz on Monday accused Scholz of “leaving the country in one of the biggest economic crises of the post-war period,” adding that “what lies ahead of us will be a tremendous effort.” The next chancellor will need to secure funds and public support for massive investments needed to upgrade crumbling infrastructure, shore up defense capabilities and shift to a more technologically advanced and climate-friendly economy. Alongside reviving growth, government borrowing as well as irregular migration will be key election topics. The German economy is set to shrink for a second straight year due to dwindling foreign demand and the jump in energy prices that followed Russia’s invasion of Ukraine. There are also new headwinds from possible US trade levies and political uncertainty before snap elections. “No industry sector is really optimistic about 2025 — the new federal government has a lot of work to do,” said Klaus Wohlrabe from Ifo Institut, one of Germany’s most renowned economic research institutes. About a third of companies in Germany expect their economic situation to worsen next year, according to its latest survey. Some 56% of surveyed companies anticipate their situation to remain unchanged, and just 13% expect business development to pick up next year. “Companies currently see no signs of an economic upturn. Scholz can now ask President Frank-Walter Steinmeier to dissolve the parliament and formally set the election date. So far there have only been two cases in which German chancellors have used this parliamentary instrument with the aim of losing a confidence vote in order to bring about new elections: Former CDU Chancellor Helmut Kohl did it in 1982 and his SPD successor Gerhard Schroeder in 2005. Kohl won, while Schroeder lost. Robert Habeck, the current economy minister and vice chancellor and the lead candidate for the Greens, warned that domestic political crises were distracting countries from seeing the bigger picture. “While we in Central Europe are largely preoccupied with ourselves, the world is not standing still,” Habeck said. “And it is not a good state of affairs.”

This release was published on openPR.DETROIT (AP) — Starting in September of 2027, all new passenger vehicles in the U.S. will have to sound a warning if rear-seat passengers don't buckle up. The National Highway Traffic Safety Administration said Monday that it finalized the rule, which also requires enhanced warnings when front seat belts aren't fastened. The agency estimates that the new rule will save 50 lives per year and prevent 500 injuries when fully in effect, according to a statement. The new rule will apply to passenger cars, trucks, buses except for school buses, and multipurpose vehicles weighing up to 10,000 pounds. Before the rule, seat belt warnings were required only for the driver's seat. Under the new rule, outboard front-seat passengers also must get a warning if they don't fasten their belts. Front-center seats will not get a warning because NHTSA found that it wouldn't be cost effective. The agency said most vehicles already have warnings for the outboard passenger seats. The rule also lengthens the duration of audio and visual warnings for the driver's seat. The front-seat rules are effective starting Sept. 1 of 2026. Rear passengers consistently use seat belts at a lower rate than front passengers, the agency says. In 2022, front belt use was just under 92%, while rear use dropped to about 82%. About half of automobile passengers who died in crashes two years ago weren’t wearing belts, according to NHTSA data. The seat belt rule is the second significant regulation to come from NHTSA in the past two months. In November the agency bolstered its five-star auto safety ratings to include driver assistance technologies and pedestrian protection. Safety advocates want the Department of Transportation, which includes NHTSA, to finish several more rules before the end of the Biden administration, because President-elect Donald Trump has said he’s against new government regulations.
