WASHINGTON (Reuters): The U.S. Treasury Department may need to take “extraordinary measures” by as early as Jan. 14 to prevent the United States from defaulting on its debt, Treasury Secretary Janet Yellen told lawmakers in a letter on Friday. Yellen urged lawmakers in the U.S. Congress to act “to protect the full faith and credit of the United States.” U.S. debt is expected to decrease by about $54 billion on Jan. 2 “due to a scheduled redemption of nonmarketable securities held by a federal trust fund associated with Medicare payments,” she added. She said: “Treasury currently expects to reach the new limit between January 14 and January 23, at which time it will be necessary for Treasury to start taking extraordinary measures.” Under a 2023 budget deal, Congress suspended the debt ceiling until Jan. 1, 2025. The U.S. Treasury will be able to pay its bills for several more months, but Congress will have to address the issue at some point next year. Failure to act could prevent the Treasury from paying its debts. A U.S. debt default would likely have severe economic consequences. A debt limit is a cap set by Congress on how much money the U.S. government can borrow. Because the government spends more money than it collects in tax revenue, lawmakers need to periodically tackle the issue — a politically difficult task, as many are reluctant to vote for more debt. Congress set the first debt limit of $45 billion in 1939, and has had to raise that limit 103 times since, as spending has consistently outrun tax revenue. Publicly held debt was 98% of U.S. gross domestic product as of October, compared with 32% in October 2001.

She added: “The National Insurance increase comes in in April next year, it has not come in yet. But I do recognise that after many years of cuts to funding, many local services are under pressure. Wes Streeting, the health secretary, will be setting out the allocations within the NHS but you will know that at the Budget we made a £22.6 billion commitment to the NHS and that includes funding for things not directly run by the health service like hospices. That money will be set out in the way it usually is and Wes will do that, including the money for hospices.” Ms Reeves added that Mr Streeting or another minister would happily meet with City of Durham MP Mary Kelly Foy, who has vowed to “use every avenue available to me to support St Cuthbert’s Hospice to continue to provide as many services, and retain as many staff as possible”. The hospice, which has been open for 36 years, warned on Wednesday that around 250 fewer people would be able to use its services next year if it cannot plug a £3.8 million funding gap. National charity Hospice UK recently called on the Department of Health and Social Care to provide £110 million in urgent funding for England’s hospices to prevent further cuts, after its research found that 300 inpatient beds out of a total 2,200 are currently closed. According to Time magazine's cover story on his selection as its 2024 Person of the Year, Trump's aides first raised concerns in mid-March that the abortion cutoff being pushed by some allies would be stricter than existing law in numerous states. It was seen as a potential political liability amid ongoing fallout over the overturning of Roe v. Wade by a conservative majority on the Supreme Court that includes three justices nominated by Trump in his first term. Trump political director James Blair went to work assembling a slide deck — eventually titled “How a national abortion ban will cost Trump the election" — that argued a 16-week ban would hurt the Republican candidate in the battleground states of Pennsylvania, Michigan and Wisconsin, the magazine reported. “After flipping through Blair’s presentation" on a flight to a rally in Grand Rapids, Michigan, in April, Trump dropped the idea, according to the report. "So we leave it to the states, right?" Trump was quoted as saying. He soon released a video articulating that position. At the time, Trump’s campaign denied that he was considering supporting the 16-week ban, calling it “fake news” and saying Trump planned to “negotiate a deal” on abortion if elected to the White House. Trump did not deny that camps would be needed to hold detained migrants as they are processed for deportation. “Whatever it takes to get them out. The practice led to thousands of children being separated from their parents and was condemned around the globe as inhumane. “I don’t believe we’ll have to because we will send the whole family back,” he said. “I would much rather deport them together, yes, than separate.” Trump dismissed the idea that Elon Musk will face conflicts of interest as he takes the helm of the Department of Government Efficiency , an advisory group that Trump has selected him to lead. The panel is supposed to find waste and cut regulations, including many that could affect Musk's wide-ranging interests , which include electric cars, rockets and telecommunications. “I don’t think so," Trump said. “I think that Elon puts the country long before his company. ... He considers this to be his most important project." Trump lowered expectations about his ability to drive down grocery prices. “I’d like to bring them down. It’s hard to bring things down once they’re up. You know, it’s very hard. But I think that they will,” he said. Trump said he is planning “a virtual closure" of the "Department of Education in Washington.” “You’re going to need some people just to make sure they’re teaching English in the schools," he said. “But we want to move education back to the states.” Yet Trump has proposed exerting enormous influence over schools. He has threatened to cut funding for schools with vaccine mandates while forcing them to “teach students to love their country" and promote “the nuclear family,” including “the roles of mothers and fathers” and the “things that make men and women different and unique.” Asked to clarify whether he was committed to preventing the Food and Drug Administration from stripping access to abortion pills , Trump replied, “It’s always been my commitment.” But Trump has offered numerous conflicting stances on the issue, including to Time. Earlier in the interview, he was asked whether he would promise that his FDA would not do anything to limit access to medication abortion or abortion pills. "We’re going to take a look at all of that,” he said, before calling the prospect “very unlikely.” “Look, I’ve stated it very clearly and I just stated it again very clearly. I think it would be highly unlikely. I can’t imagine, but with, you know, we’re looking at everything, but highly unlikely. I guess I could say probably as close to ruling it out as possible, but I don’t want to. I don’t want to do anything now.” Pressed on whether he would abandon Ukraine in its efforts to stave off Russia's invasion , Trump said he would use U.S. support for Kyiv as leverage against Moscow in negotiating an end to the war. “I want to reach an agreement,” he said, “and the only way you’re going to reach an agreement is not to abandon.” Trump would not commit to supporting a two-state solution, with a Palestinian state alongside Israel, as he had previously. “I support whatever solution we can do to get peace," he said. "There are other ideas other than two state, but I support whatever, whatever is necessary to get not just peace, a lasting peace. It can’t go on where every five years you end up in tragedy. The Republican-led House Resolution 1612 , or Liberty in Laundry Act, would prohibit the Secretary of Energy from enforcing energy conservation standards for clothes washers or dryers that “are not cost-effective or technologically feasible.” Rep. Andy Ogles, R-Tenn., who introduced the legislation, said the move is a response to the “slew of woke, ‘environmental’ nonsense rulemaking attempts” by the Biden administration and U.S. Department of Energy. “I have spent much of my time in Congress fighting back the federal government’s vast overreach into the lives of hardworking Americans,” Ogles announced after the bill’s passage Tuesday. “Americans should be able to do their laundry in peace without the input of Big Brother.” Earlier this year, the DOE finalized new updated standards for residential clothes washers and dryers which aim to cut costs and pollution. It estimates the regulations will reduce nearly 71 million metric tons of carbon dioxide emissions–equivalent to the combined annual emissions of nearly 9 million homes–and up to $39 billion on Americans’ energy and water bills over the next 30 years. Zookeeper Serena Robbie said the enrichment activities help keep the animals entertained in holiday flair during December. "It's very weird to say, but yes, poo and a stocking is great for our animals," she said. "With the giraffe we really target food because they really enjoy their food, with the cheetah we target their visual audio side of things as well, they really like to use the eyesight because it's their best sense. "With the rhino foraging, they do like to find their food, go searching for it as they would out in the wild, and dingoes are just like dogs, they like destroying things, they like finding things and foraging and having lots of fun with their stuff." Threat of a hot summer It's not all fun and games over the holiday period, with the zoo wary of scorching temperatures and a potentially dangerous fire season . Ms Robbie said the zoo "learned its lesson" from the 2004 fires that destroyed the surrounding pine forests . "[Bushfires are] a bit of a concern but we have put lots of measures in place to try and avoid it," she said. "[In the most recent bushfires] we had all of our animal pet packs ready to go, a plan in place for each animal, whether we were moving them into their dens or moving them off-site completely. "We actually had a school hall lined up for some of the animals that we could just pop them into if we needed to." Iceblocks and aircons Several of the zoo's animals will be kept cool over summer with aircons in their enclosure, including the resident lace monitor and the red panda. The animals have shade in their enclosures and access to their dens on hot days, Ms Robbie said, and the keepers will be serving up the iceblocks over summer. "The giraffes get really big buckets full of like carrots stuck in like water and things like that... meerkats get little icy pops that we hold out for them, which is really cute," she said. "The cheetahs, they get the blood from their meals frozen and given out in little bloodsicles. "We also have lots of misting systems, so you'll find not only the animals but the keepers also standing under the misting systems on a really, really hot day."
