LEBANON — A team of Dartmouth engineering students are helping bring public electric bicycle charging to Lebanon. Dartmouth seniors Avery Moorhead, Nathan McAllister, Gannon Forsberg and Grace Connolly paired up with Lebanon Energy and Facilities Manager Tad Montgomery in September to solve two separate problems: the city needed a low-cost skilled engineering team and the students needed an engaging senior capstone project. The team will give Montgomery a report that outlines design and implementation recommendations for e-bike charging stations around Lebanon. “I don’t know where I would find an engineering team that has expertise in e-bike charging stations ... These Dartmouth students are very resourceful, they have lots of resources to tap into at Dartmouth and in the Upper Valley,” Montgomery said. The project was born out of the 2023 Walk, Bike, Ride Leb report that assessed Lebanon’s infrastructure resources and how to create a safer, more accessible and less car-based transportation system. Montgomery began working early this year — at the request of City Manager Shaun Mulholland — to develop plans and cost estimates for solar-powered e-bike charging stations. Before working with the team, the city learned that there was little to no funding available to do the design work, according to a September memo written by Montgomery. This made the Dartmouth team, who also bring a range of expertise and resources despite being students, an ideal option, Montgomery said. Students enrolled in Dartmouth’s Bachelor of Engineering program have to complete senior capstone projects through the Cook Engineering Design Center. This group is one of 28 teams working on different projects, Center Director Emily Monroe said. To her knowledge, this year is the first time Lebanon has been a sponsor. The center matches student groups with “sponsors” such as companies and municipalities who have engineering needs. Monroe organizes these real-world projects before the start of the fall academic term. Students are assigned to a team based on their background and preferences. “I’m not sure if any of us chose this as our first choice (project) but for me I’m super grateful to be placed on this project ... it combines all of this technology work with very real-world applications,” McAllister said. “I think working with the city forces us to consider some constraints that aren’t normally considered in academic engineering projects.” While students enrolled in accredited engineering programs nationwide have to do capstone projects, Monroe said Dartmouth is unique because all of its projects are “industry-based” and always “interdisciplinary,” with teams comprised of students with different engineering specializations. On this team, McAllister is specializing in mechanical engineering, while the team’s other members are energy and electrical engineering students. Moorhead said she is especially interested in electricity as it relates to green infrastructure, which drew her to the project. “It’s also great to see your work in a tangible sense given that it’s a local project where many of the projects aren’t local so you might never see any result of your work,” Moorhead said. The city hopes to build three to five electric bike charging stations around Lebanon in “high-use areas” and has identified Kilton Library, two locations on the pedestrian mall and Colburn Park as possible charging locations, according to the students’ project pre-proposal. The team has to determine if these are the best charging locations. It also has to address remaining logistical questions such as whether solar panels are a viable option to power the stations, what kind of chargers the team should design or city should purchase, if the city can charge residents for using the stations and how to fund the project. So far, the Dartmouth team has conducted preliminary research and created a digital survey to assess key questions. They released the survey Nov. 13 through the city email network and posted QR code links around town in areas with a lot of bike activity, Moorhead said. Responses were due Nov. 30. The team has almost completed a report for the city “fulfilling all of their requests,” McAllister said. Because of their overwhelming interest in electrical work, he said that during the winter term they are “pivoting” to designing an e-bike fire prevention system so that they can do more “technical electrical work.” Despite the unexpected shift, “it’s been really interesting to work on a project that’s actually getting applied versus an engineering project where you might just build something and not see an outcome to it. It’s been great to work with the city and think about how the project impacts stakeholders,” Moorhead said. Montgomery will use the students’ report to present design and cost estimates to the city manager. He had hoped to do this by the end of the year but said “that may be delayed because of the extra effort needed to bring in the Dartmouth team.”

(AP) — A Delaware judge has reaffirmed her ruling that Tesla must revoke Elon Musk’s multibillion-dollar pay package Chancellor Kathaleen St. Jude McCormick on Monday denied a request by attorneys for Musk and Tesla’s corporate directors to vacate her ruling earlier this year requiring the company to rescind the unprecedented pay package. McCormick also rejected an equally unprecedented and massive , who argued that they were entitled to legal fees in the form of Tesla stock valued at more than $5 billion. The judge said the attorneys were entitled to a fee award of $345 million. The rulings came in a lawsuit filed by a Tesla stockholder who challenged Musk’s 2018 compensation package. McCormick concluded in January that Musk engineered the landmark pay package in with directors who were not independent. The compensation package initially carried a potential maximum value of about $56 billion, but that sum has fluctuated over the years based on Tesla’s stock price.

Manchester United’s decision to put up the cost of all members’ match tickets to £66 for the remainder of the season has been labelled “offensive” by the club’s leading supporters’ group. Manchester United Supporters’ Trust (MUST) revealed the club had informed the fans forum that changes to certain ticket policies will take effect immediately “and that this price will apply for kids and over-65s as well as adults”. The news comes as the club confirmed the cost of paying off former manager Erik ten Hag and his staff was £10.4million, while a release clause to bring in new head coach Ruben Amorim and his staff amounted to £11m. The Prime Minister insisted the UK will back Ukraine “for as long as it takes” as he made a speech at the Lord Mayor’s Banquet in London, but for the first time acknowledged the conflict could move towards a negotiated end. Ukrainian President Volodymyr Zelensky has in recent weeks suggested he is open to a possible ceasefire with Vladimir Putin’s Russia. Kyiv and its European allies meanwhile fear the advent of Donald Trump’s return to the White House could result in American aid being halted. President-elect Trump has said he would prefer to move towards a peace deal, and has claimed he could end the conflict on “day one” of his time in power. As he attempts to strike up a good relationship with the incoming president, Sir Keir revealed he had told Mr Trump the UK “will invest more deeply than ever in this transatlantic bond with our American friends in the years to come”. In his speech at London’s Guildhall, the Prime Minister said there is “no question it is right we support Ukraine”, as the UK’s aid to Kyiv is “deeply in our self-interest”. Allowing Russia to win the war would mean “other autocrats would believe they can follow Putin’s example,” he warned. During his first tenure in the White House, Donald Trump issued a total of 144 pardons. Following Biden's move to pardon his son, Trump raised the issue of those convicted over involvement in the Jan. 6 storming of the U.S. Capitol, raising expectations that he may use the pardon in their cases – something Trump has repeatedly promised to do. But should the pardon power be solely up to the president's discretion? Or should there be restrictions on who can be granted a pardon? As a scholar of ethics and political philosophy, I find that much of the public debate around pardons needs to be framed within a more fundamental question: Should there be a presidential pardon power at all in a democracy governed by the rule of law? What, after all, is the purpose of a pardon? From royal roots... Black's Law Dictionary, the go-to book for legal terms, defines the pardon power as, "an act of grace...which exempts the individual on whom it is bestowed from the punishment the law inflicts for a crime he has committed." Although the power to pardon is probably as old as politics, the roots of the presidential pardon in the U.S. can be traced back to English law. The English Parliament legally placed an absolute pardon power in the hands of the monarch in 1535 during the reign of King Henry VIII. In the centuries that followed, however, Parliament imposed some limitations on this power, such as preventing pardons of outrageous crimes and pardons during an impeachment. The Founding Fathers followed the English model in establishing the powers of the executive branch in Article II of the U.S. Constitution. Section 2 of that article specifically grants the president the "power to grant reprieves and pardons for offenses against the United States" and acknowledges one limitation to this power "in cases of impeachment." But the anti-democratic roots of the pardon power were a point of contention during the drafting and ratification of the Constitution. In a 1788 debate, Virginia delegate George Mason, for example, said that the president "ought not to have the power of pardoning, because he may frequently pardon crimes which were advised by himself. It may happen, at some future day, that he will establish a monarchy, and destroy the republic." Mason's concern clearly identifies this vestige of the absolute powers of the English monarchy as a potential threat to the new democracy. In reply, based on the assumption that the president would exercise this power cautiously, James Madison contended that the restriction on the pardon power in cases of impeachment would be a sufficient safeguard against future presidential abuse. ...to religious reasoning The political concept of pardon is linked with the theological concept of divine mercy or the charity of an all-powerful God. Pardon, as Supreme Court Justice Marshall noted in the 1833 United States v. Wilson ruling, is defined as "an act of grace." Just as in the Abrahamic faiths – Islam, Judaism and Christianity – God has the power to give and to take life, kings wield the power to take life through executions and to grant life through the exercise of pardons. Echoing the command of the Lord's Prayer "to forgive the trespasses of others," English philosopher Thomas Hobbes' book "Leviathan" asserts that the sovereign ought to display grace by pardoning the offenses of those who, repenting those offenses, want pardon. Yet, this analogy with divine mercy for all individuals collides with the legal principle of treating different cases differently. If all trespasses were forgiven, pardon would be granted to all crimes equally. There would be no need for distinctions between the wrongly and the rightly convicted or the repentant and unrepentant criminal. All would be forgiven equally. Universal pardon thus violates the legal principle that each individual should receive their due. In the eyes of law, it is impossible to pardon everything and everyone. The incognito of pardon What Hobbes recognized, if imperfectly, is that the power of pardon is just as essential to political life as to our personal lives. It helps to overcome the antagonisms of the past and opens a path to peace and reconciliation with others. The act of forgiving, as political theorist Hannah Arendt puts it, allows us "to begin again" and to create a new future together. But how can we reconcile this need for pardon with the impossibility to forgive everything? One answer can be found in the work of French philosopher Paul Ricoeur. Ricoeur talks about the "incognito of forgiveness" – "forgiveness" literally translates to "pardon" in French. Acknowledging the difficulty of turning pardon into a universal legal rule or norm, Ricoeur suggests that pardon can exist only as an exception to legal rules and institutions. Pardon, in Ricoeur's words, "can find refuge only in gestures incapable of being transformed into institutions. These gestures...designate the ineluctable space of consideration due to every human being, in particular to the guilty." In other words, it has to fly under the radar of rules and institutions. This insight is alluded to by Justice Marshall in his Wilson ruling. Marshall states that pardon is "the private, though official act of the executive magistrate, delivered to the individual for whose benefit it is intended, and not communicated officially to the Court." The pardon remains incognito, or under the radar, in the sense that it is an extra-legal act that does not pass through legal institutions. In these last days of the Biden administration, this incognito of pardon offers an important reminder of the need for pardon as well as its limitations. The democratic transfer of power always involves an implicit act of pardon that remains incognito. It allows for a fresh start in which society can acknowledge the past transgressions of an outgoing administration, but move on with the hope to begin again. Though critics of the president may reject individual acts of pardon, especially involving family members, society should not give up on the power of pardon itself: It brings a renewal of hope to democracy. President Droupadi Murmu on Tuesday appointed Kerala Governor Arif Mohammed Khan, former Union home secretary Ajay Bhalla, and ex-army chief and former Union minister General (retd) VK Singh as new governors of Bihar, Manipur and Mizoram, respectively, a statement issued by the Rashtrapati Bhavan said. President Murmu also accepted the resignation of Odisha Governor Raghubar Das, the statement said, adding Mizoram Governor Hari Babu Kambhampati has been appointed as the new Odisha governor. Bihar Governor Rajendra Vishwanath Arlekar has been named the new governor of Kerala. “The above appointments will take effect from the dates they will assume charge of their respective offices,” the Rashtrapati Bhavan said. Bhalla, who served as the Union home secretary from August 2019 till August this year, will take over as the governor of Manipur, which has been in the throes of ethnic strife between Meitei and Kuki-Zo communities since May 3 last year.
