NEW YORK (AP) — The man accused of burning a woman to death inside a New York City subway train used a shirt to fan the flames, a prosecutor said Tuesday at his arraignment on murder charges. Sebastian Zapeta, 33, who federal immigration officials said is a Guatemalan citizen who entered the U.S. illegally, was not required to enter a plea and did not speak at the hearing in Brooklyn criminal court. Zapeta, wearing a white jumpsuit over a weathered black hooded sweatshirt, will remain jailed and is due back in court on Friday. His lawyer did not ask for bail. Zapeta is charged with two counts of murder, accusing him of intentionally killing the woman and killing her while committing arson. He is also charged with one count of arson. The top charge carries a maximum sentence of life in prison without parole. Brooklyn District Attorney Eric Gonzalez called the attack a “gruesome and senseless act of violence” and said it would be “met with the most serious consequences.” The apparently random attack occurred Sunday morning on an F train that was stopped at the Coney Island station. Police said Tuesday the victim's identification is still pending. Authorities say Zapeta approached the woman, who may have been sleeping in the train, and set her clothing on fire with a lighter. Zapeta then fanned the flames with a shirt, engulfing her in fire, Assistant District Attorney Ari Rottenberg said in court Tuesday. Zapeta then sat on a bench on the subway platform and watched, police said. According to Rottenberg, Zapeta told detectives that he didn’t know what happened but identified himself in images of the attack. Zapeta's lawyer, Ed Friedman, did not speak to reporters after the arraignment. Video on social media appears to show some people looking on from the platform and at least one police officer walking by while the woman is on fire inside the train. NYPD Transit Chief Joseph Gulotta said Sunday that several officers responded to the fire and one stayed to keep the crime scene “the way it’s supposed to be" while the others went to get fire extinguishers and transit workers. “Officers who were on patrol on an upper level of that station smelled and saw smoke and went to investigate. What they saw was a person standing inside the train car fully engulfed in flames,” Police Commissioner Jessica Tisch said. They eventually put the fire out, but “unfortunately, it was too late,” Tisch said, and the woman was pronounced dead at the scene. Zapeta was taken into custody Sunday afternoon while riding a train on the same subway line after teenagers recognized him from images circulated by the police. A Brooklyn address for Zapeta released by police matches a shelter that provides housing and substance abuse support. The shelter did not immediately respond to a request for comment. Federal immigration officials said Zapeta was deported in 2018 but later reentered the U.S. illegally. The crime deepened a growing sense of unease among some New Yorkers about the safety of the subway system, amplified by graphic video of the attack that ricocheted across social media. Overall, crime is down in the transit system compared to last year. Major felonies declined 6% between January and November compared to the same time period last year, according to data from the Metropolitan Transportation Authority. But murders are up, with nine killings this year through November compared to five during the same period last year. Earlier this month, a Manhattan jury acquitted former Marine Daniel Penny in the chokehold death last year of an agitated subway rider. The case became a flashpoint in debates over safety, homelessness and mental illness on the system. Policing the subway is difficult, given the vast network of trains moving between 472 stations. With Virginia looking at a $4.7 billion surplus coming out of the current fiscal year, Delegate Terry Kilgore, R-45th, Gate City said Wednesday that will affect budget planning in the 2025 legislative session. “ With a Republican governor and a legislature controlled by Democrats, there’s going to be a lot of give and take,” said Kilgore. “We’re going to work to represent Southwest Virginia across party lines. We did well in the (biennium) budget, and we do well in the budget. The governor was great on the disaster and set up the disaster fund.” Congress on Thursday failed to pass a continuing resolution that Kilgore said would have helped several Southwest Virginia localities in their recovery from hurricane Helene. “This is not a partisan issue on disaster relief,” Kilgore said. “Damascus and Grayson County were the hardest hit, but we had a lot of farm damage, fences and trees down across the region, so it was going to help a lot of people.” “Having Senator Pillion (Todd Pillion, R-6th, Abingdon) as an appropriator on the Budget Committee and as a conferee has been very helpful,” Kilgore said of his state Senate counterpart from the Southwest legislative delegation. “He gets along great with both sides of the aisle.” Kilgore said he and Pillion will be working on a range of issues in the January session. Housing A nationwide housing shortage is hampering Southwest Virginia’s ability to recruit new business and industry to the region, Kilgore said. “For the new jobs we’ve announced with Bolo Wrap and Earthlink in Wise County and Norton, we’ve got to have housing to fill out some of our other parks, said Kilgore. Talks with the Virginia Tobacco Commission, Department of Housing and Community Development and Trade Secretary Caren Merrick have helped find some planning money to look at ways to deal with housing needs, Kilgore said. He referred to Wise County’s 2023 housing needs study, which identified a lack of affordable starter homes and rental housing for new workers. “Governor still pushing funding for places that have sites ready,” Kilgore said, “and we’re pushing for some of those dollars to make sure we’ve got sites ready to go for businesses that want to locate in our area. We’re going to have to find some sites in Southwest Virginia to get ready to build housing on. Businesses don’t want to wait four or five years to get something going.” Middle class housing is key to the region’s business recruitment efforts, Kilgore said, and making that housing affordable is a problem “Right now, there’s a lot of federal money out there for low income housing that you can get but, as far as addressing that workforce shortage, that’s what we’re all going to try to work on this year,” said Kilgore. “We’re not the only state facing that issue. It’s hard to get a married couple or first-time homebuyer because they can’t afford the payments.” With home mortgage rates now in the 7-8% range instead of the 2-3% range five years ago, Kilgore said state government needs to find ways developers can reduce housing unit costs for families and first-time home buyers. “We know here in Scott County there’s a big housing shortage,” Kilgore said. “Folks just can’t find housing, and you know where we lose them to? They go right across the state line to Tennessee. A lot of the workers at Tempurpedic and some of our other businesses live in Tennessee, and that’s not helping our economy. We’ve got to make sure we’ve got opportunities here.” Energy Southwest Virginia is poised to see more data centers locating to the region as Northern Virginia becomes saturated with them, Kilgore said. Besides the need for housing, according to a December state Joint Legislative Audit Review Commission study says those centers could placing increasing strains on electric grids. “It says data centers are eating up a lot of energy,” said Kilgore. ”If we don’t address it, it’s going to cause brownouts and blackouts in the future, so we have to address strengthening our grid. In that vein, I’m talking with Dominion and AEP to get some quick generation capacity down here.” The fastest way to provide more electrical generation capacity would be natural gas-fired power plants, Kilgore said. Building new plants still would be subject to state permitting requirements – including environmental studies and needs assessment by the grid regional transmission organization PJM - he added. Existing gas lines in the region could serve those plants, Kilgore said, and bringing those plants to Southwest Virginia would mean more tax revenue for localities. “We’ve got great broadband and we’ve got to address the power issue,” Kilgore said. “Once we do that, I think we can get in the data center business pretty fast.” Kilgore said legislators need to prepare for small nuclear reactors in the past two years and a December announcement by Youngkin that a company will develop a commercial fusion reactor in Chesterfield County. “I’m working on bill to get nuclear considered as a clean energy and subject to the Virginia Clean Economy Act,” said Kilgore. “Right now, it’s not really counted as clean energy even though other countries count it as clean energy. There’s going to be so much technology in energy in the next few years that we want to make sure the nuclear side is included. It’s the only way we can get to clean energy and nuclear has to be part of it, SMRs and things of that nature.” “Hopefully my friends on the other side will see that energy is very important to the Commonwealth,” Kilgore added. “It’s why we’re creating so many jobs right now, but we’ve got to be able to address the needs.” Inland port “We’ve got a lot of businesses in Southwest Virginia that ship through our ports and through trucking,” said Kilgore. “If we can get a lot of those trucks off I-81 and onto trains, it helps not only address 81 which is crazy, but it helps get some businesses and get some things going in Washington County.” With the Port of Virginia’s involvement, Kilgore said railroads Norfolk Southern and CSX should be willing to “play ball with us and help us develop a site between Abingdon and Bristol “ I think they’re going to be willing to play ball with us and help us develop a site between Abingdon and Bristol,” Kilgore added. UVA Wise Kilgore said he and Pillion will be advocating for two primary items for The ‘University of Virginia’s College at Wise: additional funding for a new classroom building, and getting the college designated as a research center. UVA Wise’s enrollment is strong, Kilgore said, and the college’s recent $11 million Bill Gatton Foundation gift is supporting the college’s nursing and data analytics programs. “We got planning funding last year for the college’s research center and that’s something we’re really going to be pushing this year,” said Kilgore, “to get UVA Wise designated as a research institution. If you are designated, you can start researching into areas that are going to bring money and investment into our region. Anyone who’s been to Virginia Tech can see what a research park did for them, and we need the same thing to start here in Wise.” “They’re doing well on enrollment and bursting at the seams, which is a good thing. It doesn’t necessarily mean you have to build new schools, but repairing and modernizing the ones we have would be very helpful.” School divisions statewide are spending down the last of their pandemic-era American Recovery Plan Act funds in 2024, Kilgore said, and ARPA has helped school divisions complete needed school upgrades and repairs. With the state budget surplus, he said legislators could look at additional funds to support more school construction. “There are so many schools in Virginia built in the 50s, 60s and even 70s that are outdated and need repair,” said Kilgore. ”The only way we address it is the state does it. Localities can’t do it. There’s a strong possibility that we’ll add even more money to the school construction fund. Inner city Democrats and rural Republicans are going to come together on that.”

It was all fun and joyful when Nishimwe and the Ethiopian technpreneur tied the knot in a glamorous wedding ceremony on Sunday, December 29,2024. The celebrity couple confessed their love before their Rwanda and Ethiopian-Eritrean families in a religious wedding ceremony held at Women Foundation Ministries, Kimihurura. They were wedded by church founder Apostle Mignone Kabera. Their religious wedding was preceded by introduction ceremony held at Intare Conference Arena, Rusororo. The same venue also hosted the newlyweds’ reception. The wedding day was both emotional and spiritual to the couple as well as their guests. When the couple exchanged vows to each other with so much emotion, their loved ones were also sobbing in their seats, proud of the beautiful union of the two. In her vows, Naomie confessed that Michael was the husband she prayed for. “From the first moment I met you, I felt your love till now it hasn’t changed. You have shaped me into a woman I am today: stronger, beautiful and confident, just because of your love and support...,” the beauty queen said in her vows. Tesfay also expressed how his life changed in the most beautiful way the first time they met. “You have been my partner in faith and my greatest supporter and the love I never dreamed I deserved. Your grace, kindness and unwavering belief in us have shown me the true meaning of commitment...,” he said. After exchanging wedding rings, the couple received blessings from the apostle and parents for the new journey they have just begun. During the reception Tesfay and Naomie made quite an entrance, dressed in an Ethiopian cultural attire. Making their way to the podium, they were welcomed by Ethiopian music which they danced to along with their families. Choreographer Sherrie Silver, who is also a close friend to Naomie, surprised the newlyweds with a performance of the kids from the Sherrie Silver foundation. The reception was mainly about dancing to Ethiopian music on both sides, followed by speeches from family members and friends of the couple. Almost all the speeches talked about how the two have a strong connection and perfect love for each other. Michael to time to thank his parents, Naomie’s parents who have believed in him and promised to always honor his wife. He also thanked his friends who have come from different parts of the world, especially Canada, to support him and his wife Naomie. Tesfay and Naomie were first reported to be dating in early 2022 before making their relationship public via their social media a few months later, sharing photos of them together with captions of romance. Born in Toronto, Canada, to Eritrean parents, Naomi’s fiancé moved to kigali in 2021 after completing his studies and joined the Rotary Club of Kigali Virunga where he actively plays his part in the club’s initiatives. He is currently working closely with the Ministry of Health to set up a Tele-mental health line for Rwandans. Naomie is the fourth beauty queen to get married since 2009, after Grace Bahati, Aurore Mutesi Kayibanda and Elsa Iradukunda who tied the knot with former Miss Rwanda organiser Dieudonné Ishimwe, widely known as Prince Kid.
